
E-Procurement system
In line with Latvia’s Public Procurement Law, all Rail Baltica tenders managed by RB Rail AS must be submitted via the free Electronic Procurement System (EPS) and its e-tender sub-system, replacing traditional paper-based submissions.
All Latvian-registered contracting authorities, including RB Rail AS, are required to use Electronic Procurement System (EPS) for all public procurements.
We invite suppliers to register with EPS to access current and upcoming tenders. Registration is required to participate in the electronic tendering process.
EPS streamlines procurement by lowering admin costs, speeding up the tender process, and ensuring greater transparency. It also advances Latvia’s goals for digitalization and good governance.
EPS registration procedure
To register in the EPS, suppliers must submit the following to the State
Regional Development Agency (SRDA):
Step 1: Submit EPS user registration form
RequiredSubmit the EPS user registration form signed by the supplier’s authorised representative to the State Regional Development Agency (SRDA).
Step 2: Obtain authorisation to act as e-tender administrator
RequiredGet authorisation signed by both the authorised representative and the person to be authorised to act as e-tender administrator.
Step 3: Submit completed forms
RequiredCompleted forms can be submitted in print, or electronically with a secure e-signature to: [email protected]
Step 4: Receive login credentials
RequiredOnce received, SRDA registers the organisation in the EPS and creates a user with the role of supplier administrator. Login credentials – including a username, password, and code card – are then sent to the administrator via email.
