Rail Baltica
project governance
Coordinating such a large-scale, cross-border infrastructure
project requires a robust governance model that ensures
clarity, cooperation, and accountability at every level.
Who is making Rail Baltica happen
Overall project and program coordination,
financing strategy, railway subsystems,
interoperability, and certification.
Who owns RB Rail
RB Rail, a joint venture equally owned by Estonia, Latvia, and Lithuania, is responsible for ensuring international coordination of the Rail Baltica project. The responsible ministries of Estonia, Latvia and Lithuania provide regulatory oversight, secure national funding and ensure alignment with national and EU policies.

Unified program management and cross-border delivery teams
For Rail Baltica, whose implementation is divided among four organizations across three countries, it is essential to establish a common management methodology to ensure successful delivery. The implementation of Rail Baltica is managed through several empowered, delivery-oriented teams.
Rail Baltica relies on specialized delivery teams working across borders:
These teams embed highly skilled experts in engineering, project control, safety, and quality – all operating under a unified framework guided by the program management guidelines.
Objectives of the program management guidelines
- Standardise project governance across RB Rail and national delivery organisations
- Clearly define roles and responsibilities
- Establish tools and processes for planning, execution, and monitoring the work
- Ensure stakeholder engagement, risk mitigation, and contract compliance
- Align all activities with EU funding rules to secure the necessary financial support
Project delivery is organized into clearly defined phases, from early planning to final handover
