Unified program management and cross-border delivery teams

For Rail Baltica, whose implementation is divided among four organizations across three countries, it is essential to establish a common management methodology to ensure successful delivery. The implementation of Rail Baltica is managed through several empowered, delivery-oriented teams.

Rail Baltica relies on specialized delivery teams working across borders:

Coordination teams align local actions with the overall strategy

These teams embed highly skilled experts in engineering, project control, safety, and quality – all operating under a unified framework guided by the program management guidelines.

Objectives of the program management guidelines

  • Standardise project governance across RB Rail and national delivery organisations
  • Clearly define roles and responsibilities
  • Establish tools and processes for planning, execution, and monitoring the work
  • Ensure stakeholder engagement, risk mitigation, and contract compliance
  • Align all activities with EU funding rules to secure the necessary financial support

Project delivery is organized into clearly defined phases, from early planning to final handover
